Issues such as space, computers, and staff are straightforward: you've either got them or you don't. The biggest problem if you are starting up from scratch, have an agreed-upon project, and resources are signed off is a time delay between recruiting the right staff and waiting for their hardware to arrive, or for their offices to be completed. Make it clear to incoming staff that the clock starts when everything is ready and that budgets will be extended if delayed deliveries hold things up. Prevention, however, is the best cure. Make sure that the resource allocation and procurement is actioned as per your timetable and that the timetable includes a realistic provision for unexpected delays.
