The most flexible, accurate, and widely used measuring tool for getting a feel for the size is Function Point Analysis. The five datums on which it is based are as follows:
♦ Internal stores of data
♦ External references to data
Such information should be known at the planning stage. If the datum sizes aren't known, they can be assumed with from/to indications that can be estimated. Function Point thus gives you indications of the project's complexity before you start. The calculation is typically quick.
